A scandal has erupted in Volyn over renovated defense objects that caused damages exceeding 2.2 million hryvnias. The suspicions in this case fell on the head of the housing and communal services department of Volodymyr city council, Serhiy Bidocha, and the director of the construction subcontractor firm «Volynbudtekh,» Ruslan Demchuk.
Details of the Scandal
According to law enforcement officials, the housing and communal services department announced five tenders for the repair of equipment storage, guard rooms, and other objects. All purchases were made in violation of procedures, and some of the work was not done at all. The local budget allocated 11.8 million hryvnias in subsidies for the work.
Serhiy Bidocha was charged with negligence towards military service under Part 4 of Article 425 of the Criminal Code of Ukraine. Ruslan Demchuk was charged with embezzlement of property through abuse of office (Part 5 of Article 191 of the Criminal Code of Ukraine) and forgery by an official (Part 2 of Article 366 of the Criminal Code of Ukraine).
Background of the Individuals
Ruslan Demchuk has been the director of «Volynbudtekh» since 2019, and is a co-owner along with former deputy Yuriy Oksenyuk. Both have an equal contribution to the company’s charter capital — 414.7 thousand hryvnias each.
The investigation continues to clarify all the circumstances of the case and identify all possible participants in the incident.
